13 new “turnkey” sites to speed up industrial investment projects in France
At the 36th Intercommunalités de France Convention, held in Dunkirk on 15 October, Minister for Industry Sébastien Martin announced the designation of 13 new “turnkey” industrial sites, representing nearly 390 hectares of land.
A streamlined scheme to accelerate site availability
Launched in 2019, the “turnkey” sites scheme aims to facilitate and speed up the establishment of new industrial projects in France by identifying sites where the main preliminary procedures have already been anticipated.
Since February 2026, applications can be submitted on a rolling basis, with the aim of completing the assessment process within four months.
Designated sites must meet several maturity criteria, particularly in terms of land control, planning, biodiversity and archaeology.
Sites listed on the new Foncier+ portal
Launched on 13 October, Foncier+ replaces France Foncier+ with a broader ambition: beyond increasing the visibility of available sites, it aims to facilitate connections between businesses and local areas.
Led by Banque des Territoires through an association, the initiative is designed to provide a single national point of entry for identifying business sites suited to each investment project and connecting businesses with the relevant local contacts.
100 designated sites by the end of 2027
A further 24 sites are currently being assessed. The French Government aims to reach 100 “turnkey” sites by the end of 2027, representing 4,000 hectares of land available for new industrial projects.
